1/ Purpose of the contract
This general regulation governs the relations between the FMISM organization, herafter called Organization, and the participants to every session of the World Festival of underwater pictures. Taking part to the World Festival of underwater pictures as a competitor implies the full acceptance of all of the guidance of the General Regulation.
The Festival takes place every year. The contests are open to everyone.
2/ How to registrate to FMISM
Deadline for registration and dispatch : September 15th. The Organization recommends to registrate as soon as possible.

2-2/ The Organization will refuse parcels generating duty on delivery.
2-3/ Works must be wrapped with proper protection.
2-4/ The Organization undertakes to take the utmost care of works but cannot in no way be held responsible for loss or damage to the works during the Festival or in the mail. Participants should therefore take out an insurance if they think it necessary.
2-5/ Works that have already been presented at the Festival shall not be considered.
2-6/ Only the works chosen by the preselection jury will be presented during the Festival for final decision.
2-7/ Competition entries must be made on the official Festival entry form duly completed and signed. One form per work generating a title (film, slide-show with sound…) Photocopies accepted.
2-8/ Registration fees
First enrolment in a film, portfolio, thematic series,, photo, slide-show, conchology, web site category: 40€*
For each additional enrolment in above categories: 10€
Registrations to other categories are free.
* including 10 euros meant for the annual membership to the FMISM organization, as a sympathizer member.
3/ Promoting the Festival
Unless adversely stipulated by rightful holders, in order to meet the public’s freedom to access to information and to promote both the Festival and the works distributed, competitors authorize the Festival to communicate freely to the press copies of photographs, images, drawings, film extracts or other works competing.
4/ Distribution of works within the frame of the Festival and its international tour
Competitors authorize the Festival to use freely the works in competition for public or private representations, in the frame of the Festival, for all its duration, on the spot of the event. Competitors also authorize their works to be shown, assuming that they are awarded a prize, for private or public shows during the worldwide tour of the Festival, whatever the place or the country, for one year as of the prize award. The Festival’s worldwide tour is to strictly promote the underwater world, the works of prize-winners, of authors, of producers and of the Festival. The authorship of authors and producers is clearly claimed on public or private display. The films in competition or prize-awarded shall not be used for commercial purpose. The organization makes every year a full scale black and white edition of the prize-awarded photographs (portfolio, thematic series, color and black & white photos…) with the help of a printing partner. These editions are displayed during or outside the Festival’s tour. The holders of rights on the photos authorize the Organization to organize exhibitions free of charge.
5/ Garantee of the competitors
Competitors indemnify the Festival against any disorder, demands and dispossession. They are to declare that they do not have introduced in their works any reproduction or echoes likely to transgress anybody’s rights and that they do not have used them in a way contrary to the licence granted to the Festival.
6/ Broadcasting of works by extracts for preservation, indexing, recording and consulting
The World Festival of Underwater Picture’s Foundation is a Belgian legal entity commissionned by the World Festival of Underwater Picture so as to preserve, index, record and allow the consultation of all of the prize-awarded works during the various sessions of the Festival from its very start in 1974. The Foundation aims at offering a scientific database to scientists all over the world in order to develop, to encourage and to promote by all means the knowledge, the protection and the presevation of the underwater world, its animal life, its flora, its environment, its ecology and its natural wealth, in compliance with the FMISM’s purpose.
Competitors authorize the free broadcast of an extract of their work with a maximum double limit of either 15 minutes or of the quarter of the total length of the film, for five years as of the January, 1st of the year following the session during which the film is shown. The work by extract will be broadcasted by provision exclusively, for personal and private purpose, in the website of the Festival and / or its representation, the Festival’s Foundation. Work extracts will only be available once the conditions of use for personnal and private purpose have been displayed, with the exception of any reproduction or representation. The work extract will be watermarked with the Festival’s logo and the producer’s name.
Competitors authorize the free display of their work, as a whole or by extracts, during the five years as of the January, 1st following the Festival’s session during which the photo is competing. The work or its extract will be displayed by provision exclusively, for personal and private purpose, on the website of the Festival and/or its representation, the Festival’s Foundation. Work or its extracts will only be available once the conditions of use for personnal and private purpose have been displayed, with the exception of any reproduction or representation. The work extract will be watermarked with the Festival’s logo and the photographers’ name.
Competitors authorize the free broadcast of an extract of their work with a maximum double limit of either 15 minutes or of the quarter of the total length of the music, for five years as of the January, 1st of the year following the session during which the sound is broadcasted. The work extract will be broadcasted in the MP3 format by provision exclusively, for personal and private purpose, on the website of the Festival and/or its representation, the Festival’s Foundation The work extract will only be available once the conditions of use for personnal and private purpose have been displayed, with the exception of any reproduction or representation. The work extract’s player will be watermarked with the Festival’s logo and the author’s and editor’s names, if necessary.
Competitors authorize the free distribution of the cover of their published work, and an extracts distribution within the maximal limits of 10.000 signs, spaces included, for five years as of the 1st of January of the year following the session during which the work is shown. The cover and the extract will be displayed by provision exclusively for personal and private purpose on the website of the Festival and/or its representation the Festival’s Foundation. The cover and its extract will only be available once the conditions of use for personnal and private purpose have been be published, with the exception of reproduction or representation. The extract will be watermarked with the Festival’s logo and the author’s and editor’s name.
7/ Irrevocable decisions of the jury
The decisions of the jury are final.
8/ Judicial scope
The present regulation is subject to the French law. The official language of the regulation is the French language. In case of dispute, only the courts of Marseilles’ jurisdiction will be competent.
9/ Prize awarding allotted time
Prizes unclaimed during 12 months after being awarded shall be regarded as donations of their assignees.
10/ All competitors will be provided with a season ticket for themselves and their spouse/partner free of charge.
Only the films preselected by the preselection jury will be shown to the public and/or the jury.
I-2/In compliance with their category, selected films (feature films and medium lengths, or video clips and shorts) will be shown to corresponding Jurys (Feature films and medium lengths Jury or Video clips and shorts Jury) that will respectively award a Golden, Silver or Bronze Palm together with specific prizes by category. All other prizes will be awarded to works from one or the other group, after both jurys have met.
Each competitor can present one or several movies.
I-3/ Films should contain a synopsis, and if possible a photo of the author and of filming, a trailer or an extract (of 60 seconds).
I-4/ The official language of the Festival is French. For works in any other language, the author must provide a typed script of the work in French or in English, either on paper, IT format or e-mail.
I-5/ FILM category prize winners allows the Festival’s organisation committee to keep one copy of the prize-winning film. The Festival’ Fundation ensures the conservation of this copy and guarantees the respect of royalties.
I-6/ Submission format : BluRay, Mpeg4 (AVCHD, H 264, M2t) Digital (DVD, USB key, HDD only; ftp downloads are not accepted). Digital files prefered, cassettes are still accepted (Beta SP, Beta Num, HD, DVCAM, MiniDV, HDV, HDCam (PAL preferably; NTSC accepted))
I-7/ Groups Criteria
- MEDIUM LENGTH AND FEATURE FILMS Duration > 26 min.
- VIDEOCLIP AND SHORT Maximum length : 26 min.
II-1/ Photographs (prints and digital files) must have been taken during underwater diving.
II-2/The same picture shall not compete in several categories.
II-3/ Photos, Portfolio and Trio-Photo in competition may not have a co-author.
II-4/Once registered, picture files must allow a 40 x 60 cm print (from 250 to 300 dpi).
II-A-1/ Each competitor must present 10 digital photographs. Each competitor is allowed to present only one Portfolio. Arbitration will be made on the set as a whole.
II-A-2/Accepted format : jpeg files, original size, uncompressed, mentions inlay forbidden. Pictures shall be recorded on CD-roms or DVD-roms only (not e-mailed).
II-A-3/ Files must be named as follows: NAME-First name-NN (NAME: Name of the competitor; First name: first name of the competitor; NN: number of the picture from 01 to 10). NAME and First name of the competitor must also be written on the CD-rom or DVD-rom with indelible ink.
II-A-4/ A text file with captions explaining pictures (photographed species, shot place, anecdote...) can be joined on the DVD.
II-B-1/ Candidates must submit five digital images according to a theme set by the competitor. Each contestant may only submit one set theme. The judgment covers the entire series and its thematic coherence.
II-B-2/Accepted format : jpeg files, original size, uncompressed, mentions inlay forbidden. Pictures shall be recorded on CD-roms or DVD-roms only (not e-mailed).
II-B-3/Files must be named as follows: NAME-First name-NN (NAME: Name of the competitor; First name: first name of the competitor; NN: number of the picture from 01 to 03). NAME and First name of the competitor must also be written on the CD-rom or DVD-rom with indelible ink.
II-B-4/ A text file with captions explaining pictures (photographed species, shot place, anecdote...) and defining the theme of the series will be joined on the DVD.
II-C-1/Set formats : 30 x 40 or 30 x 45 (cm).
II-C-2/Only UNMOUNTED prints will be accepted (the organization will put them under glass).
II-C-3/ Each competitor is allowed to present ONLY ONE photograph in each category.
II-C-4/ Photographs must carry on the back, in block capitals: SURNAME, NAME, complete address and eventually title of the photo.
II-C-5/ Competitor must join with his paper print dispatch a CD-ROM containing the original digital file (the competitor's name must appear in the file name) and a a text file including captions explaining the photo in contest (photographed species, shot place, anecdote...).
II-D-1/ The contest is open to young photographers being 15 or younger at the Festival date.
II-D-2/ Each Young Photographer may submit either one COLOUR PHOTOGRAPH or one B&W PHOTOGRAPH or one Thematic series.
II-D-3/ + articles of § COLOUR, B&W PHOTOGRAPHS and THEMATIC SERIES COMPETITION.
II-E-1/ The 'Jorge Albuquerque Prize' will be awarded to the best Digital picture, B&W or colour print which, while presenting strong aesthetic qualities, serves to increase our knowledge of the still sometimes mysterious world of shells. The latter, photographed in living form, must demonstrate some particular morphological characteristics or emphasise certain habits.
II-E-2/ Each entrant may submit between one and ten digital files and/or one to three paper prints: 30 x 40 or 30 x 45 cm.
II-E-3/All shell pictures submitted in the PHOTOS, PORTFOLIO and THEMATIC SERIES categories will also be automatically entered in this competition.
III-1/ Only digital works are accepted.
III-2/Two categories of audiovisual montage will be accepted :
a) Sound series: sequences of images on the same theme accompanied by a only musical track.
b) Slide-show (as it is known) : i.e. audiovisual montage which develops a theme and which must compulsorily have a commentary, and may also have a music score and soundtrack, with or without mixing. Maximum length : 8 minutes. However the jury may extend the length of the time allowed by a maximum of 20% if it considers the show to be of exceptional quality.
III-3/Both types of slide shows will be tried jointly and the jury will award one single slide-show prize.
III-4/All slide-shows that have not been awarded a prize in one of our previous Festivals may be presented again, providing there have been noticeable improvements.
III-5/ A minimum of 50% of the images must be shot underwater. Disregarding this clause will result in automatic elimination from the competition.
III-6/ Each digital slide-show must be recorded as an executable file on CD or DVD. The screening resolution will be 1920x1200. Each special equipment (ie additional video projector...) or specific software will have to be provided by the competitor. In that case, the competitor will have to send the technical form (available on demand) duly filled to the Festival address. The technical manager will contact the entrant to confirm projection's requirements and feasibility.
IV-1/This contest is open to all authors, French or foreign, with a report relating to underwater world in general. This report may be co-signed by two authors (eg, one of them in charge of the photos, the other of the text).
IV-2/ The report must be unreleased.
IV-3/ All elements (text files and images) will be recorded on CD-ROM.
IV-4/ A general title of the report is proposed. The text should be written in French and shall not exceed 3000-3500 words.
IV-5/ The work must be presented as a numbered JPG file in high definition. The number of illustration files should not exceed 40 (15 minimum).
IV-6/ All illustrations will be commented by short captions present on a text file.
V-1/ Within the frame of the Festival, 3 prizes are awarded to works published during the current year or year before ;
- The Book Coral Prize, dedicated to literary works in French, narratives or novels with a sheer literary quality and relating to the sea.
- The World Underwater Picture Book Prize ( open to books from all countries ) is awarded to a work noted for - its picture quality, its subject, its presentation, its production
- The Best Underwater World Guide (open to books from all countries ) is awarded to a work noted for illustrated books giving knowledge and information about a subject regarding the underwater world.
V-2/ Progress of the competition
The publisher or the author sends as soon as possible, before September 15th, a first copy of the book with the registration form to the Festival. On receipt, the pre-selection Jury advises the publisher or the author of its decision. Then five copies must be sent, which the Festival will forward to the Jury members.
V-3/ Books in competition are listed in the Festival programme and all the works sent to us will be on display during the event. No document will be returned.
VI-1/ In order to allow meetings between musicians, composers and film makers and to promote music in the World Festival of Underwater Pictures, we have created the "François de ROUBAIX Prize to pay homage to this composer. This prize rewards an original composition on the sea and submarine theme.
VI-2/ This contest is open to composers of all nationalities.
VI-3/ This contest is open to all instruments
VI-4/ Each candidate will present only one composition.
VI-5/The composition will not last more than 10 minutes.
VI-6/ The registration form, a complete music curriculum and the composition in the two following forms will be sent to the Festival before September 15th
- the score, correctly written and legible.
- the score played and recorded on a CD. which contains only the music in competition for the Festival.
VI-7/ On the CD and on the score the composer will specify : - full name - address - telephone number No document will be returned.
VI-8/ The Festival will send an aknowledgement of receipt to the composer on reception of the whole information concerning his music. At this moment we will consider that the registration is made. The composer will be informed directly of the jury's decision.
VI-9/ The jury, composed of French and international music personalities will meet in October. The jury's decision is final, no appeal will be possible.
VI-10/ The winner will receive - The "François de ROUBAIX Prize". He or she will be invited to the Festival. His music will be played during the Festival and will be heard by members of the French and international press.
VII-1/ This competition is intended to promote the use of the Internet for the presentation of underwater subjects. The subject of the site must be related to the underwater world.
VII-2/ This competition is open to French and foreign sites.
VIII-1/ The ADVERTISING AND UNDERWATER PICTURE Contest is open to all advertising achievements using the underwater world as a theme (shots, flora, fauna, leisure and professional equipment, etc.) to promote products not belonging to the underwater sector.
VIII-2/ Two categories will be awarded:
"Posters and Newspapers"
VIII-3/The "GOLD PRIZE" for both categories will be awarded by the jury during the event.
IX-1/ Prizes will be awarded on the basis of the artistic quality of the poster and the power of the message it delivers. Competitors are grouped in three classes on the basis of school level, kindergarden (up to 6 years); primary (7 to 11 years); secondary (12 to 19) with a special class for art school students.
IX-2/ Poster specifications :
- format : 16x24 inches in vertical layout;
- any graphic expression techniques may be used: crayons or pastels, water colors, pen or pencil, photography...
IX-3/Entries must be submitted to national correspondant using the application form, which must be securely attached to the back of each poster submitted. If a private individual don't know the national correspondant, he can send his inscription and work directly to the Festival's address (see below).
IX-4/ How it works :
- Specialists and personalities of the marine world, of educational and artistic environments des milieux éducatifs et artistiques make up the preselection jury.
- National corresponde organize their own competition.
- The national jury draws a prize list up according to school levels, and awards prizes. A shortlist of prize-winning works (with a maximum of six posters by category) takes part to the international competition.
- Each national correspondant (or private individual) must post his prize-winning selection (or his work) to the following address before the 15th of June of the current year :

IX-5/ A selection of drawings is exhibited during the World Festival of underwater picture so that young visitors may vote. From then on, the steering committee raises the final prize list of the international competition and awards prizes and degrees.
IX-6/ Organizers reserve themselves the possibility to use and reproduce works to ensure the competition promotion and develop awareness-raising activities as regards the underwater world protection, exclusive of any commercial aspect.
